On November 30, 1999 the results of a National Committee vote by mail meeting were tabulated. The sole issue was a change to the constitution.
The wording of the ballot sent October 30, 1999 to all NC members was:

American Reform Party Chair Ted Muga hereby states the question for a vote by mail: "Shall the following amendment to the ARP Constitution be adopted?"
Amended, Article III, Section 3, Subdivision 1, to read: "There shall be two delegates and two alternate delegates for each affiliated state. Those selected as delegates or alternate delegates are to be determined by the affiliated state party organization rules.."
In the remainder of Article III, replace the words "congressional district" with "state." Delete the following paragraph: "The nominating convention shall consist of two delegate votes representing each congressional district plus two delegates representing each state's two US Senators. Delegates shall represent the registered electorate of his or her affiliated state party and become delegates as determined by the rules of that state party organization. How-ever, they must be a legal resident of the state and/or congressional district for which they are requesting delegate status. There may be as many alternates as there are delegates from each state."
All ballots counted were received by either fax or mail and were signed by the voter.
The results were:
18 ayes, 1 nay, and 6 not voting. Thirteen votes, a majority of the 25 members of the National Committee, is required for passage. There being 18 ayes the change to the constitution passes.
