MINUTES OF MEETING
12/27/98
[ Secretary's note for purposes of clarification: The resolution that adopted the constitution in Oct. 1997 provided for the NC to have extra freedom to resolve any problems during 1998 and expected the NC to progress fast enough that a national convention could be held in 1998. Essentially no progress on these chores was made during the first year after adopting that resolution, making it impractical to complete these tasks in 1998.
In effect, the National Committee voted to continue the deadline for amending the constitution with a simple majority vote until 1999 instead of 1998. The NC shortened the times required for a call to meeting for both NC and EC meetings. The NC voted to not hold a National Convention until 1999.]
The meeting was called to order at 6:31 PM, EST, by Ted Muga, Chair.
Present were:
Ted Muga, Chair, Nelisse Muga, California, Nancy Couperus, California, Roy Downing, New Jersey, Louise Downing, New Jersey, Don Torgersen, Illinois, Richard Batson, Florida, and Kathleen Hopkins, Colorado and Secretary. Charles Riggs attended as an interested party.
Louise Downing made a motion
that all votes be by voice, with any member allowed to demand a roll call vote if they doubt the result. Motion was seconded by Roy Downing. A roll call vote was taken, and the motion passed, unanimously.
Nancy Couperus made a motion
to accept the minutes of the 10/25/98 meeting as posted on the web site. Second by Nelisse Muga. Chairman Muga called for a voice vote, and the motion passed.
Richard Batson made the following motion:
"I move that the constitution be amended to add the following Article XIV: Article XIV, Section 1, Effective Dates. The amendment shall take effect immediately and remain in effect until Jan. 1, 2000, at which time it shall expire and be removed from this constitution.
Section 2. Amending While This Article Is In Effect. Article XIII, entitled "Amendment" and Article XI, Section 3, entitled "Amendment of Bylaws" shall not be in effect. This constitution or the bylaws may be amended by a majority vote of the National Convention or the National Committee, as appropriate, provided that previous notice and a precise written copy of the motion to amend this constitution or bylaws is included in the call to the session of the convention or notice of the National Committee meeting at which the proposed amendment(s) will be put to a vote.
Section 3. National Conventions. These shall not be required to be held before 1999."
Nancy Couperus seconded the motion. After brief discussion, the members voted to pass the amendment.
Nelisse Muga motioned, seconded by Nancy Couperus, to amend Article IV, Section 4, by replacing "forty days" by "twenty days." The motion passed.
Roy Downing made a motion, seconded by Louise Downing, to amend Article V, Section 4, fourth sentence, by replacing "twenty days" by "ten days." The motion passed.
Don Torgersen made a motion, seconded by Richard Batson, to amend Article IX, Section 1, last sentence, by replacing "1998" by "1999." The motion passed.
The Chair then opened the floor for any new business.
Kathleen Hopkins made a motion, seconded by Don Torgersen, to skip discussion of the status of the state of Oregon as there has been no contact with any representative from that state. Motion passed.
Nancy Couperus made a motion, seconded by Kathleen Hopkins, to officially sign on as a co-sponsor of the Green Scissors Report. After a brief discussion, the members voted to accept the motion. The ARP will be listed on the Green Scissors Report.
There being no further formal business, the Chair opened the floor to a general discussion of the next convention, the election of officers and the committees that will be needed for these purposes. It was decided that there should be a Nominating Committee, chaired by Richard Batson and composed of Louise Downing, Kathleen Hopkins and Nancy Couperus. It was also decided that there should be a Convention Committee, chaired by Nancy Couperus and composed of Mary Shumaker, Nelisse Muga and Don Torgersen.
Kathleen Hopkins made a motion to adjourn, seconded by Don Torgersen. The meeting was adjourned at 6:59 PM, EST.
