ARP NATIONAL COMMITTEE MEETING

October 25, 1998

Minutes of Meeting

The meeting was called to order at 6:35 EST by chairman, Charles Riggs.

The chair then called the roll of the state representatives and Executive Committee officers.

There being a quorum present, the meeting opened for business.



R. Downing made a motion to suspend the requirement of a 40-day notice of meeting. N. Couperus seconded. Roll call vote was 12 for, none opposed. Motion passed.

A.Garyantes made a motion that, as there is a crisis of confidence in EC, therefore, this meeting be chaired by meeting chair H. Johnson and meeting secretary K. Hopkins. The motion was seconded by N. Couperus. The roll call vote was 12 in favor, none opposed. Motion passed. H. Johnson and K. Hopkins assumed the positions of meeting chair and secretary, respectively.

Chair Johnson asked if there was any new business.

N. Couperus made a motion to amend the agenda as follows:

N. Couperus moved for unanimous consent for approval of her amended agenda. There being no objection, the motion passed.


Secretary Hopkins announced the first order of business in the amended agenda. A. Garyantes made a motion, which read as follows:

"We, acting as representatives of the states which formed ARP in 1997, having found that the officers we elected to oversee initiating growth of ARP into a serious national political party have failed to provide even a significant fraction of the results to be expected over the past year, do hereby remove all current officers, effective immediately. We do ask that these removed officers pass on all party possessions to the new officers to be elected later in this meeting."

Call for second was responded to by N. Couperus. There being no discussion, the roll call vote was taken: 12 in favor, none opposed. Motion passed.


R. Downing offered proposed slate of officers as follows:

R. Downing made unanimous consent request for officer slate. Motion seconded by A. Garyantes. There being no objection, the motion passed.


R. Downing made a motion to add Illinois to National Committee. Call for second was responded to by R. Barthel. There was no further discussion. Roll call vote taken was 12 in favor, none opposed. Motion passed, and Illinois was welcomed as an affiliated state. Worthley Burbank and Don Torgersen were present to represent the state of Illinois.

A.Garyantes made a motion to add Arizona to NC. The call for second was responded to by R. Downing. As there was no discussion, the roll call vote was taken with 14 in favor and none opposed. Arizona was welcomed as an affiliated state. Ron Barthel was present to represent the state of Arizona.

T. Muga made a motion to elect Don Torgersen as Press Secretary. N. Muga seconded the motion. Roll call vote was taken, 15 in favor and none opposed. Motion passed.


Floor was opened for general discussion about future business.

There was a consensus that a nominating committee should be appointed by the chair. There was a consensus that the election for officers should be held in January. No motions with respect to those matters were put forward at this time.

Motion to adjourn was made by R. Barthel. Text read as follows:

"I move that when this meeting adjourns, it adjourn to meet at the call of the chair."

Simple voice vote was taken and the meeting adjourned at 7 PM, EST.
