The above language of the second amendment, a single sentence, is the shortest most clearly stated of any amendment in our constitution. Yet, these simple 27 words have been repeatedly distorted or obliterated by both Federal, State and Supreme Courts in their interpretation of the most simply and clearly stated law that makes up our Bill of Rights.
What is not to understand? Any rational person with a modicum of common sense can understand that the framers of our Constitution, in their carefully chosen words in this Article of the Bill Of Rights, clearly intended that all people shall have the inalienable right to keep and bear arms and that right shall not be infringed (breached, violated or revoked). Period! It does not say anything about the type, size, look and caliber of gun or the number of rounds it fires in a second. It doesn't say that only the government controlled military can posses arms. It says every single American person has the inalienable right to defend their country, state, life, liberty, property and freedoms from oppressive governments or individuals who threaten the peoples principles and rights. Any prohibition by government to thwart or excessively restrict the ownership of firearms diminishes our individual right to adequately defend ourselves and to self preservation.
Our Federal government along with our State and Supreme Courts, without applying the least amount of common sense, have habitually eroded and restricted our right to own guns. How can 27 simply stated words be so greatly misinterpreted. Could it be that government fears the armed reprisal of its citizens should government abuse its authority, control and power over the American people? "the right of the people to keep and bear arms, shall not be infringed."
The American Reform Party firmly believes in the peoples right to own, keep and bear arms and will fight to preserve our individual right to do so at all levels of government.

We need to reform and restructure our educational system from limiting the Federal governments role and regulations to the role of States and taxation methods. Our children's education belongs in the hands of the family and their community not government. Our families and children from grade school through college deserve a more open and responsive educational system with greater freedom of choice in the type of schooling at affordable cost.
We further believe that the Federal Governments Department of Education should be abolished and the funds it receives put back in the hands of the States and the people of those states. Since the inception of the DOE, under the Jimmy Carter Administration, our educational standards and ranking throughout the world has steadily worsened. The growth of charter schools and home education over the past several years has by far and away outperformed the level of students attending public schools. This fact is further proof that there is no place for the Federal government in the role of educator or supervisor of our educational system. This is better left to the community or parents.

What was once created as a taxing authority to simply raise the necessary funds needed by our government to prosecute the wars in which we were engaged and run our small government, has grown into a 'Green Monster' of bureaucracy. It has now been abused by our government to the point where it now threatens the financial stability and prosperity of all Americans.
Our lawmakers, over the years since, have sought to bastardize the tax code to the point that its complexity and loopholes have made it impossible for Americans to comply without fear of fines, penalties, prosecution and even imprisonment. It has further promulgated and encouraged fraudulent filings by individuals or the shifting of revenues and income to offshore enterprises and companies by business. The complexity of the tax code further allows government to distort the so-called equality of taxation or place unfair taxation or penalties on business and individuals for achieving the American dream of success. This must stop! We must provide a simple common sense approach and system that is fair, equal and at a extremely lower taxation rate for all American wage earners.
That is why the American Reform Party, under its platform, will propose the downsizing of the IRS and a simplified reform of the existing Federal Tax Code. We will put forth a bill in which the existing complex tax code will be replaced with one of the following tax structures at tax rates that will put more money back in the hands of business, States and most importantly, the American family.
1.) A straight forward flat tax on all individual wage earners and business with increases, based on a Federal Budget, capped and tied to a national index.
2.) A graduated flat tax on all individual wage earners and business with increases, based on a Federal Budget, capped and tied to a national index
3.) A National Sales Tax on all goods and products sold or exported.
In any of the above scenarios the tax rate would be significantly lower the the current IRS tax code. This bill, now known as Obama's Green Energy Bill, is nothing more than a wolf dressed in sheep clothing. Should this legislation become law it will represent the inevitable destruction of our capitalistic system, our industries, its jobs and the ultimate loss of our National Security and freedoms, only to finally be subject to domination by a Global government . This bill MUST NEVER be passed in any shape or form.
The Cap & Tax bill, as it has come to be known, is disguised as legislation to protect the worlds environment against global warming which to this date remains rebuked by a majority of the scientific community. This bill offers nothing nor does it accomplish anything. What it does do is give our government and a few select, former and current politicians, complete and total control over every aspect of our entire economy, businesses, industries and everyday personal lives right down to and including the very toilet paper we are allowed to manufacture and use. And the toilet is exactly where this legislation belongs along with every politician who endorses its approval.
Furthermore, we strong object to any suggestion, resolution or legislation that would grant similar controls or power over environmental issues, business, industry or peoples personal lives in the name of global climate control. We further suggest that the EPA have restriction placed on it by congress in which both irrefutable scientific proof and congressional approval be obtained prior to the enactment of any further legislation.
The proposed Cap and Trade bill is nothing more than a total power grab of our money and liberties by government and our lawmakers. This bill would give government unrestrained access, control and authority to regulate every aspect of our economy and lives without ever passing another piece of legislation. We see this already occurring under the Obama administration through its regulation of all housing industry and your existing home by mandating a particular type and Federal Government inspected home insulation and design.

The ARP will commit to take the required steps to bring an end to our total dependency on oil and move our country toward the use of clean and renewable energy. We will commit to fast-track our efforts and provide the necessary investment in the clean energy sectors of our economy. We must invest in these new and emerging technologies here in this country to insure jobs in America. This transition to a clean-energy industry will further benefit all-income communities by immediately creating millions of badly need jobs throughout the industry. To achieve success and reach our goal of independence from foreign oil during this transition period, we must balance our use of existing energy resources with our impact on our environment.
We recognize that any transition of this magnitude will require a sweeping, common sense, approach in making certian interim eviornmental concessions plus modifications to State and Federal laws and regulations over the next 15 years. We must begin by tapping into our existing and readily available coal, oil, natural gas and nuclear reserves and resources while our private sector develop and deploy the necessary clean-energy technology at reasonably affordable costs. We'll dramatically increase the fuel efficiency of automobiles, and we'll help auto manufacturers and parts suppliers convert to build the cars and trucks of the future and their 18 key components in the United States. We will work with and help industry, small business, managers and workers learn the skills they need to compete in an energy efficient economy. We are committed to getting at least 25 percent of our electricity from renewable sources by 2025.
We will crack down on speculators who are driving up prices beyond the natural market rate. We will direct the Federal Trade Commission and Department of Justice to vigorously investigate and prosecute market manipulation in oil futures. And we will help those who are hit hardest by high energy prices by increasing funding for low-income heating assistance and affective weatherizing programs, and by providing energy assistance to help middle-class families make ends meet in this time of inflated energy prices.
In the past, America has been stirred to action when faced with new threats to our national security, or new competitive conditions that undercut our economic leadership. The energy threat we face today may be less immediate than threats from dictators, but it is as real and as dangerous. Our Party, for a multitude of ethical and common sense reasons, stands strongly behind a Constitutional amendment that would impose term limits on both houses of Congress
When our Founders wrote the constitution they never addressed the issue of term limits for either the Legislative or Executive branches of the government. Possibly, in more simpler times of trustworthy & honorable men, they didn't see the need to limit ones time in office.
However, our nations first President did. George Washington after having served eight years as our President and Commander in Chief, when asked to seek another term of office, publicly declared to the government and the people that he would not seek re-election. His reasons where both personal and supremely visionary. As one of our Founders Washington, saw a flaw within our constitution which he chose to correct, not through constitutional amendment, but with honor and respect for the office, the integrity of the executive branch and his respect of country and its people.
He recognized the temptations for the abuse of power should he or anyone remain in office and power for unlimited time. He further recognized that should he indefinitely continue re-election, his presidency could eventually be construed by leaders and Americans to be one of a Monarch or King; and that no president, nor any politician, should ever aspire or reach a point of unlimited dominance or power in any office but especially that of President. He further understood that as the country grew in population and prosperity flourished that government needed to be flexible and open in allowing new leadership that would more closely represent the ideals and needs of the country and the American people.
Every elected president since then followed Washington's footsteps and voluntarily removed their name for re-election after serving two terms or eight years in office. It wasn't until 1951, after the F.D.R presidential reign of more than two terms, that Congress felt compelled to amend the Constitution restricting the term of the president to that of only two terms.
We will look to put forth the necessary legislation for Amendment to the Constitution that there shall be term limits imposed on both houses of congress of two terms consisting of six years each for Senators and six terms consisting of two years each for Congressional seats.
