RESOLUTION SUPPORTING PLACEMENT OF QUESTION ON NOVEMBER 2000 BALLOT TO ASCERTAIN THE SENTIMENTS OF THE PUBLIC ON CALLING FOR A CONSTITUTIONAL AMENDMENT TO REMOVE SCHOOL TAXES FROM REAL PROPERTY TAXES

WHEREAS, education in New Jersey and most other states is funded by real property taxes, which places an unfair burden on property owners; and

WHEREAS, various programs in the State of New Jersey, such as the Income Tax, Sales Tax, the Lottery, and Atlantic City gambling, provide some relief for property taxes; and

WHEREAS, this governing body believes that school taxes should not be a part of real property taxes, and that the State should find the means of providing 100% funding for education through a vehicle other than real estate taxes; and

WHEREAS, the sentiments of the public should be ascertained by putting the question of removal of school taxes from real property taxes on the ballot;

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Municipal Council of the City of Clifton, hereby go on record as supporting the removal of school taxes from real property taxes, and petition the Governor and State Legislators to support the placement of the question of removal of school taxes from real property taxes on the November 2000 ballot; and

BE IT FURTHER RESOLVED, that this resolution be forwarded to Governor Christine Whitman; to the Clerk of the New Jersey Senate; to the Clerk of the New Jersey Assembly; to the State Department of Education; to Senator Norman H. Robertson; to Assemblywoman Marion Crecco; To Assemblyman Gerald H. Zecker; to the New Jersey State League of Municipalities; to the New Jersey Conference of Mayors; and to Mr. Jack Wagenti, 260 Garibaldi Avenue, Lodi, New Jersey 07644.
